To shorten a time for drilling and refilling a paved road during installation of a service pipe, shorten a time for occupying the road, and prevent the settlement of the paved road after refilling.

A paved road surface is cut by a circular cutter and withdrawn and a circular casing is sunk therein to form a circular pit. A sectionally crescent reaction plate 82 is installed in the pit to propel a curved pipe to a destination with a curve propelling machine, where a service pipe is installed. The casing is withdrawn and refilling soil is compacted while mixing solidifying material therein to recover pavement. In a refilling process, drilled soil is returned into the pit and the drilled soil and the solidifying material are mixed in the pit and rolled to prevent the settlement of a road surface.
