PURPOSE: To make the rolling work efficiency satisfactory, and also, to automatize the rolling work by executing a change work of a coil off set-of paper charged in between metallic bands, executing at the time of reverse rolling of the metallic band, during the stop time of a rolling mill of a short time.

CONSTITUTION: In the upper part of a metallic band coiling and uncoiling machine 9 on both sides of a rolling mill 8 by which a metallic band 10 is subjected to reciprocating plate passing, two sets of trucks 1, 1 which can execute freely a reciprocating movement in the direction vertical to the plate passing direction of the metallic band 10, respectively are provided in parallel, and also, a moving means 2 for moving independently the truck 1 is provided, and a clad paper winding and unwinding machine 3 for rolling out set-off paper 11 interleft in between the metallic bands 10 wound and superposed, while being coiled by the metallic band coiling and uncoiling machine 9, or winding up the set-off paper 11 rolled out in connection with uncoiling of the metallic bands 10 wound and superposed in a state that the set-off paper 11 is interleft into the metallic band coiling and uncoiling machine 9 is provided on said trucks 1, respectively.
