To prevent the reduction in the efficiency of assimilating persistent organic matter caused by the catabolite repression action of persistent organic matter assimilation microorganisms, and further, to prevent the tendency that the persistent organic matter is selected and extinguished, therefore, to improve decomposing and assimilating functions to organic matter.
The inside of a reaction tank 2 is divided into a first region R1 where easily decomposable organic matter assimilation microorganisms 4 are largely present and a second region R2 where persistent organic matter assimilation microorganisms 5 are largely present by a partition wall 14. The easily decomposable organic matter assimilation microorganisms 4 are hardly present in the region R2, so that the selection of the persistent organic matter assimilation microorganisms 5 can be prevented. Further, only the persistent organic matter is made present in the region R2, and the persistent organic matter assimilation microorganisms 5 can not but decompose and assimilate the persistent organic matter, so that the action of catabolite repression does not appear.
