A thin steel sheet surface-treated by zinc plating and cut to the required length and width is formed, and the thin steel sheet is passed through the forming roll of a roll molding device and is cylindrically molded. A cylindrical tube body is passed through the sizing roll of the roll molding device while the position of a weld section is invariably kept at a fixed position, and the tube body is closely stuck into a double-layer shape to crush-mold a shape material 1 with a U-shaped cross section. A double zinc-plated layer is provided at the headers 4 of the shape material 1, and little base portion is exposed at the headers 4 due to the double-plated layer. The rustproof repair at the headers 4 can be simply conducted.
