A sheet has a structure combining a pad 10 and a sheet cover 20. The pad 10 is formed compressing a fiber compound body disperse-mixing a basic material formed from a thermoplastic resin fiber and a binder member that is formed from thermoplastic resin fiber having a fusion point lower than that of the basic material. The sheet cover 20 is unitedly combined with a wadding member 26 formed from the same thermoplastic resin fiber as the pad 10 and a surface member 22. The pad 10, the sheet cover 20, and the wadding member 26 are unitedly combined by melting and solidifying the binder member of the pad 10.
