To provide a sheet material for repairing and reinforcing concrete, through which a resin and air are passed excellently in the thickness direction and which has superior resin impregnating ability, draping properties and strength and is executed easily at a low cost, and a concrete structure using it.

The sheet material for repairing and reinforcing concrete is composed of a reinforced fiber section 2 containing one or two or more of layers 2X and 2Y in which a plurality of reinforced fiber yarn strips 2x and 2y are arrayed mutually in parallel and a supporting material 3 arranged on at least one side of the reinforced fiber section 2. The reinforced fiber yarn strip 2y is arrayed in the longitudinal direction Y of the supporting material 3 in at least one layer 2Y of the reinforced fiber section 2, and the reinforced fiber section 2 and the supporting material 3 are unified by stitch yarn 4.
