When tray means is moved from a lower end position to a predetermined lifting position, a driving motor of lifting means rotates at high speed during preset first delay time. When the tray is at the lower limit position with the lapse of the first delay time, the driving motor rotates at low speed for set second delay time. When the tray is at the lower limit position with the lapse of the first delay time, for example, a warning of removal of the sheet on the tray is transmitted to an operator and the state of filling of the tray is released. After that, when the tray is not at the lower limit position with the lapse of the second delay time, it is determined to be over-loading, and when the tray is at the lower limit position, it is determined to be a device failure.
