When the vehicle power source is turned on, and when a power source-on discriminating means discriminates that the on-state is by ordinary turning-on operation by a driver, an SBW-ECU 13 learns a first reference position by a first position learning means. Meanwhile, when the vehicle power source is turned on, and when the power source-on discriminating means discriminates that the on-state is by a return after the vehicle power source is instantly disconnected, the SBW-ECU 13 "cuts off the transmission of driving torque" to a wheel by a torque control means, and makes acceptance of a switching request of a shift range impossible. Then, the SBW-ECU 13 learns the first reference position or a second reference position by the first position learning means or a second position learning means, and afterwards, switches the shift range to a predetermined range, releases "cutoff of the transmission of the driving torque", and makes the acceptance of the switching request of the shift range possible.
