PURPOSE: To reduce the stroke quantity of a driving means by installing the driving means which sets an engagement member at the first position by operating a hollow shaft for the turning operation to a stop position and sets the engagement member at the second position by the control operation.

CONSTITUTION: A through hole 118 is formed at the place opposed to a recessed part 120 on a hollow shaft 24 which revolves with the detent pin of a steering column. An engagement member 108 is installed at the first position, closely fitted with the through hole 118 and projecting into the recessed part 120, and set as a stop position. Further, the top end of the engagement member 108 is set at the second position separated from the outer peripheral part of an upper control shaft 24, by brake-application-operating the hollow shaft 24. Accordingly, it is enough for the engagement member 108 to have the stroke quantity for the projection into the recessed part 120 for engagement from the through hole 180, at the point for suppressing the selection operation, and the stroke quantity of a driving means 100 can be reduced.
