To provide a silicon-containing composition that has hydrophilicity excellent in durability, can be suitably used under the environment where oily contamination (exhaust gas), algae and fungi are generated and is excellent in anti-fouling property and self-cleaning property.

The silicon-containing composition gives a film retaining high hydrophilicity and having sufficient anti-algae or antifungus property by adding an anti-algae agent or an antifungus agent to a hydrolysis condensate of an organosilicate and excess water. More specifically, the silicon-containing composition is produced by blending the components (A)-(E) as given below: the component (A) is an organosilicate in an amount of 100 pts.wt. in terms of SiO2; the component (B) is a catalyst in an amount of 0.1-10 pts.wt.; the component (C) is water in an amount of 100-50,000 pts.wt.; the component (D) is a solvent in an amount of 100-50,000 pts.wt.; and the component (E) is an anti-algae agent or an antifungus agent in an amount of 0.1-10 pts.wt. in terms of solids content, wherein a methyl silicate is used as the organosilicate.
