To solve such problems with conventional flame-retardant clothes, necessary for preventing radiant heat from flames in case of a fire following an earthquake or the like in escaping from the site, where people tend to be late escaping due to strong radiant heat from frames, causing the damage larger, that the flame-retardant clothes for fire extinguishing or fire resisting work are too heavy for children and elderly people to wear, and that they are too expensive to be generally used for temporary use for escape.
On one surface of a plastic air bubble sheet, material such as aluminum foil, having a high reflection ratio to radiant heat, is provided. On the other surface, cloth of natural fibers on which flame-retardant agent is impregnated or painted, or cloth of synthetic fibers that is treated for flame-retardant effect is provided. An obtained heat-shielding and heat-insulating flame-retardant sheet is used for the simplified flame-retardant coat for escape.
