This sleeve fixing tool is used to arrange the sleeve in the inside of a reinforcing bar formed annularly and composed of reinforcing bars and fix the sleeve onto the reinforcing bar by a binding wire and is composed of a sleeve holding part inscribed in the fitted sleeve in at least three sections and a plurality of reinforcing bar holding parts extended outward from the sleeve holding part. An upper face part of the reinforcing bar holding part is used as a reinforcing bar loading part, and a protruding part formed to let the reinforcing bar put in the reinforcing bar loading part inscribe or circumscribe in it is used as a reinforcing bar deviation prevention part in the upper face part. The reinforcing bar loading part is arranged at a position higher than an upper end position of the sleeve retention part.
