To prevent the slip of a vehicle on an ice road and maintain its functions by setting surface temperature of a vehicle wheel just before ground of the wheel and/or road surface temperature just before ground of the wheel to be a low below-freezing temperature and by mostly removing moisture on the surface of the wheel.

An air compressor 28 operates after the actuation of an engine 1, and compressed air cooled by an air cooler 27 expands from an injection nozzle 8 which also serves as an expansion nozzle and is injected as low- temperature air onto a wheel surface and/or a road surface just before ground of the wheel, based on a road surface temperature and a wheel surface temperature detected by a temperature detecting device 4, through control valves 9, 24 from a supply pipe 23 by command of a control device 6, and by closing a control valve 25. After the wheel surface and/or the road surface is cooled and slip prevention is confirmed, a vehicle is started to move. Preferably, the wheel surface temperature after the starting is maintained to be a below-freezing temperature lower than a road temperature, and the vehicle travels with bringing a controlled low temperature air into contact with the wheel.
