PURPOSE: To cut a sliver extending between a spinning motion device and a nearly empty can automatically as well as to splice a sliver end of the spinning motion device side cut off and another sliver end at the side of an actual can together automatically.

CONSTITUTION: An upper chuck 15 being closed at time of moving forward and a lower chuck 16 being closed at time of advancing and retractably rotating downward after holding a sliver are provided with at the upper front of an empty can storage space, and in the upper front of an actual can storage space, there are provided an upper sliver nipper 17 moving up and down and opening or closing, and a lower sliver nipper 18 for opening or closing, a suction port 19 moving up and down at the upper part of an actual can, a suction port 20 opening an upper rear part of the upper sliver nipper 17, a chuck 21 advancing or retreating at a lower part of the lower sliver nipper 18 and rotating downward, a suction port 22 opening the lower rear part and a splicer splicing a sliver installed between both these sliver nippers, respectively.
