To provide a slow fall device for refuge by which a person can easily and safely fall onto the ground from a high place at the time of emergency such as a fire.

In a slow fall device for refuge, such a structure that persons in refuge can use it only one by one like a backpack structure, is employed. This slow fall device is provided with a brake unit 15 to restrict a rotation number of a reel drum 8 having the wire rope 9 in unwinding of the wire rope 9, in the case where it exceeds a predetermined rotation number. Since the slow fall device is usable only one by one, so the persons simultaneously using the slow fall device in panic conditions can be prevented from being wounded. Since braking force is automatically generated in the case where a falling speed becomes a specified speed or more regardless of the will of the person in refuge, safety of the person can be more assured.
