To improve a road surface state in the accumulation of snow by melting the snow on a road surface by means of a snow melting device and rapidly discharging water after the melting of the snow from the road surface.
A base 3 of a snow melting panel 2 is molded from a concrete material. The snow melting device is embedded inside the base 3, and the snow on the road surface is melted by heat of an electrically heated wire 6. A recess 10 is formed on the surface of the base 3, and provided with an air-permeable and porous member 12 allowing the percolation of the water after the melting of the snow, which has a porosity of 10-30%. A drainage hole 13 is formed in an edge frame part 11, and the water after the melting of the snow, which percolates into the member 12, is discharged from the drainage hole 13 to the outside of the base 3. The plurality of panels 2 are laid on the ground in such a manner that the member 12 is exposed on the road surface, and a snow melting roadbed for a road is constructed.
