To provide a soil improvement construction method and a soil improvement device, which form easily a large diameter of consolidated body by injecting uniformly a grout into a soil effectively while preventing the grout from running sideways.
This soil improvement device or the like includes an injection outer pipe 1 installed in a boring, and injection inner pipes 2, 3, 4 installed in the injection outer pipe 1. The injection outer pipe 1 includes a rough-filling grout injection part 5 comprising a rough-filling grout delivery port 5a communicated with the space between the injection outer pipe 1 and a boring wall, and a plurality of outer pipe packers 5b attached to both upper and lower sides with the rough-filling grout injection part 5 therebetween, and a permeable grout injection part 6 comprising a permeable grout delivery port 6a communicated with the space between the injection outer pipe 1 and the boring wall, and a plurality of outer pipe packers 6b attached to both upper and lower sides with the permeable grout injection part 6 therebetween. The outer pipe packers 5b, 6b are formed to be larger than a boring diameter, by filling a consolidated body into a water-permeable columnar bag body. A clearance L1 between the outer pipe packers 5b, 5b of the rough-filling grout injection part 5 is made narrower than the clearance L2 between the outer pipe packers 6b, 6b of the permeable grout injection part 6.
