To produce a soil material capable of treating sludge in an intact state thereof dehydrated to some extent or an incineration ash by covering the surfaces of pellets composed of a specific material with a coloring layer and further covering the resultant surfaces with a silicone oil layer.
This soil material is obtained by adding a cement to a dehydrated dried sludge and/or an incineration ash, pelletizing the resultant mixture into pellets of a prescribed size, suitably coloring the surfaces thereof, forming a silicone oil covering layer on the surfaces and providing the surfaces with water repellent functions. A method for, as necessary, suitably drying a usual sludge (having a bean-curd refuse like appearance with ≤85% moisture content), charging an appropriate amount of a cement together with a sand, a small gravel, a clay, etc., as necessary, washed and dried into a pelletizing machine and forming pellets having about 0.5 mm to 3 cm outside diameter is cited as the pelletization. A method for spraying an acrylic coating material on the pellets in a stirred state and coloring and drying the pellets is cited as the formation of the coloring layer. Thereby, industrial wastes can be disposed of without labors and effectively utilized.
