The solar battery, aerogenerator, etc., and the capacitor or electric double-layered capacitor for backup power source are used as the power source, and the light emitting diode(LED) dedicated substrate is adopted. Namely, this information board consists of a housing 2, an electricity accumulation part 13 such as a lead seal, nickel, cadmium storage battery or electric double- layered capacitor which accumulates electric power generated by a solar battery module 3, a sensor unit for light, temperature, etc., a control part 14 which controls the blinking and illumination of a character pattern by LEDs, and a light emission block.
