To store and output a hot water of a high temperature even in the case that a receiving amount of a solar heat energy is small without reducing a storage hot water amount of a solar heat utilizing water heater.
The solar heat utilizing thermal storage apparatus comprises two hot water storage tanks 6A, 6B obtained by dividing a hot water storage tank 3, and heat exchangers 8A, 8B and electric heaters 9A, 9B respectively provided in the tanks 6A, 6B. A solar heat collector for collecting a solar heat to heat a heating medium is connected to the exchangers 8A, 8B, and a circulating destination of the medium is switched by a three-way valve 14. The two tanks 6A, 6B alternately are heated by a solar heat and use a storage hot water at every other day, and are heated by the heaters 9A, 9B by utilizing a midnight power if heating of the solar heat is insufficient.
