The solid electrolyte fuel cell (1) is provided with a fuel cell module (2), a reformer (20), a fuel supply device (38), a water supply device (28), an oxidant gas supply device (45) for power generation, and a controller (110) controlling the fuel supply device and the water supply device for starting power generation by generating SR where only vapor reforming reaction occurs inside the reformer at startup in which solid electrolyte fuel battery cells of the fuel battery module are raised up to a temperature capable of power generation. The controller controls the fuel supply device so as power generation to be started, after a constant fuel supply volume decreased from the fuel supply volume at the SR startup is maintained over a given power generation shift time.
