To provide a new solid fuel which can be easily obtained from organic wastes as raw materials, and to provide a manufacturing method by which the solid fuel can be relatively easily manufactured in a short period of time.

The solid fuel comprises a residual solid component obtained by fermenting organic wastes, kneaded under pressure, while supplying air. The method for manufacturing the solid fuel includes: a pretreatment step of pretreating organic wastes by kneading with a pressure kneader; a fermentation treatment step of fermenting the material, pretreated in the pretreatment step, under stirring in a heat insulating fermentation tank while supplying air; and a comminution step of comminuting a fermented product, fermented in the fermentation treatment step, by dropping on a moving vane and scattering in the air.
