A pair of catalyst layers 24 is fixed to each surface of a polymer electrolyte membrane 25, a pair of carbon layers 23 is fixed to each outside (separator side) of the catalyst layer 24, a pair of porous layers and/or expanded metal layers 22 is fixed to each outside (separator side) of the carbon layers 23, a pair of cushion layers 26 is fixed to each outside (separator side) of the porous layers and/or expanded metal layers 22, and a pair of separators 21 is fixed to each outside (separator side) of cushion layers 26 so as to press them from the outside. The cushion layer has a path cut in the cross-section direction of 1010-12 M3/(Pa sec) or more.
