PURPOSE: To form a sound insulating panel having high sound insulation efficiency by producing control signals from a sensor for detecting the vibration of a window glass and an operation circuit performing operations of controlling force to offset the vibration.

CONSTITUTION: The framework of a window glass 1 is constituted of driving devices 2 capable of vibrating in the vertical direction against the glass face. After that, control signals are produced from a vibration sensor 3 detecting the vibration of the window glass 1 and an operation circuit 5 performing operations of controlling force to eliminate the vibration, and they are transmitted to the driving devices 2. The controlling force is generated in the driving devices 2 to control the vibration of the window glass 1. According to the constitution, the vibration level of the window glass 1 can be minimized even if there are incident noises to the window glass 1.
