To provide a spin texture control device capable of performing a stable operation for a long time with low power consumption and suppressing information loss, and a spin texture control method.SOLUTION: According to the present invention, a spin texture control device includes: a substrate 101; a laminate 102 formed by sequentially laminating a lower electrode layer 104, a magnetic material film 105, an insulation layer 106 and an upper electrode layer 107 on one surface 101a of the substrate; and a power source 103 for applying voltage between the lower electrode layer 104 and the upper electrode layer 107. The magnetic material layer 105 has magnetic anisotropy in a direction perpendicular to a film surface, and the magnetic anisotropy continuously increases or decreases in a monotonous manner in a direction orthogonal to the lamination direction Dof the laminate.SELECTED DRAWING: Figure 1
