An information signal is given to a primary modulator 21 as a binary signal d(t) taking two levels '+1', '-1'. The primary modulator 21 receives a carrier sine wave sinωct from a carrier generator 22 and applies primary modulation to the information signal. An output of the primary modulator 21 is a product d(t)sinωct of the both. The signal d(t)sinωct subject to primary modulation is a narrow band signal subject to biphase shift keying (PSK) modulation and the signal is given to a secondary modulator 23, in which a PN code signal from a spread code (PN code) series generator 24 is multiplied with the signal to spread the signals. The spread signal is fed to a frequency shift keving FSK modulator 25, in which FSK modulation is applied to each different frequency of the signal. The FSK modulation signal is sent from an antenna 26 as data CH1, CH2, CH3.
