To issue a stamp which is illegal use-proof against the entry of a tampered face value.

This stamp issuing device comprises a storage part 10 for storing a stamp sheet P with a pattern part C and a face value printing area part A. A face value display part MD formed of a background BK and a face value NR printed in a brighter color than the background BK, is printed in the face value printing area part A of the stamp sheet P to be sent from the storage part 10 and this stamp is to be issued after this printing process. Thus the face value display part formed of the background BK and the face value printed in a brighter color than the background BK undergoes the printing and issuing process and therefore, an attempt to enter the face value on the stamp for its illegal use is prevented from being realized.
