The steel panel for the container excellent in adhesion and corrosion resistance is constituted by providing a surface treatment layer containing 50-5,000 mg/m2 of at least one of Sn and Ni on at least the single surface of a steel panel, and applying a resin film having a phenol structure containing 1-40 wt.% of at least one of tannic acid and acetic acid thereon. Further, the steel panel for the container applies a resin film having a phenol structure containing at least one of Ti, Zr or compounds of them in a metal content of 0.2-100 mg/m2. The steel panel for the welded can excellent in corrosion resistance and film adhesion can be provided as a can making material.
