To prevent the abutting surfaces of a steering column cover from opening to improve quality without taking time and labor in manufacturing in a advantageous way in cost by setting a nonlocked part without setting a moving die to a molding die body, and facilitating positioning of the unlocked part.
A steering column cover formed in cylindrical shape by making end faces 11a, 12a of an upper cover 11 and a lower cover 12 butt each other is provided with a plurality of locking means each composed of a locking claw and a locked part for preventing the end faces 11a, 12a from separating to open. A separate locking means 32 with a locked par 32b formed at the flange 61a of a bracket 61 of a shielding member 6 is provided as the locking means, and a push-in protruding part 32d for pushing the locked part 32b into a normal position where its position is regulated by a stopper protruding part 32c, is formed at the locking claw 32a.
