This device is constituted to block a communicating passage at the time when a piston 42a is displaced by more than a specified distance from a neutral position by providing the communicating passage to directly or indirectly communicate both of cylinder chambers 41a of a cylinder 4 for displacement detection to each other at the time when the piston 42a of the cylinder 4 for displacement detection is at the neutral position. Consequently, fluid is sealed up at the time when a fluid circuit 7 works, but when there is caused unbalance in sealing-up quantity of fluid, flow of fluid is allowed by temporarily releasing a sealing-up state of the fluid circuit 7, and its unbalance quantity is automatically dissolved.
