In the keylock collar 7, quenching by thermal refining is performed, and the Vickers hardness after quenching is made to be not less than HV400. In the case of the steering device of this embodiment, even if a steering wheel 2 is repeatedly rotated, sliding torque required for rotating the steering wheel 2 does not extremely lower, and the variation of the sliding torque is small.
