A fork shaft 7 of a fork 5 is fixed to a steering frame 2. An arm bracket 4 is fixed to the steering frame 2 to be parallel with the fork shaft 7 of the fork 5. Arms 3 are engaged with and fixed to both sides to operate the arm bracket 4 and the fork 5 in the interlocking relationship.
