To provide a stencil printing apparatus having an idling mode so that printing operation starts after the idling of a printing drum which automatically compensates for ink laxation after starting to print, and capable of connecting to an accounting system charging a fare according to a number of printed sheets, wherein the user's loss of paying the same utility rate for a defected print printed right after the idling (ecostart) as that for a non-defected print is dissolved.

The apparatus has the function of setting a non-charging sheet number of printed sheets when executing printing following the idling of the printing drum after putting power source on or after restoring an energy saving mode.
