A permalloy material to serve as a magnetic material is stored in a furnace. Next, steam-containing hydrogen is injected into the furnace from a supply path. Next, the furnace is closed, and its inside is turned into nonoxidative atmosphere, and then the furnace is heated in a range of temperature not less than 400°C and not more than 500°C by a heater so as to perform annealing. After completion of annealing by heating, heating within the furnace is stopped, and the temperature within the furnace is lowered by natural cooling. To lower the temperature, when it is detected to be an oxide formation temperature, that is, under 400°C, the furnace is opened to circulate air, thereby forming an oxide film all over the surface of the magnetic material. Then, after it is cooled enough, the magnetic member is taken out of the furnace.
