PURPOSE: To simplify work and to prevent degradation of quality of drum by providing an operable/closable housing for passing a steel strand therethrough then providing a means which does not block motion of the steel strand in pulling direction but blocks motion in opposite direction and a rotary shaft in the housing.

CONSTITUTION: A counter 9 is rotated a rotary shaft 10 for counter which rotates as a cable 1 inserted through a housing 20 rotates so as to measure the moving length of the cable 1. Rewind of wound steel strand is prevented when the steel strand is cut by means of a flat stop board 12B energized in the direction for holding the cable 1. Consequently, the drum is not required to be secured even after the steel strand is cut thus simplifying the work, preventing degradation of quality of the drum and improving workability.
