The straw ladder making device comprises a main drum 11 including a long-groove-like pocket having both ends closed on an outer peripheral face, a shaping drum 12 for forming a shaping part P1 between it and the main drum 11, an upper film supply means for supplying an upper film 13 to the shaping part P1, a suction means for forming a negative pressure in the pocket for sucking the upper film 13 and forming a recess on the upper film 13, a straw loading means for loading a straw in the recess, and a seal drum 15 forming a sealing part P2 between it and the main drum 11 for sealing the upper film 13 with a lower film 16 supplied to the sealing part P2. Since the upper film 13 is thermoformed to have the recess formed, wrinkles can be prevented from occurring at both side rims of the upper film 13 and the lower film 16.
