To prevent the communication quality of a stream from being temporarily degraded in hand-over.

A base station 20 at a hand-over origin detects the hand-over of a terminal 10 by means of a hand-over detection section 60. Then, a data storage section 58 temporarily stores stream data. Upon completing hand-over operation for the terminal 10, the stream data stored on the data storage section 58 is transferred, through a wired network interface 50, to a base station 30 at a handover destination. In the base station 30 at the hand-over destination, the data storage section 58 stores the stream transferred from the base station 20 at the handover origin. The stored stream data is adjusted to a fast-forwarding reproduction state by a fast-forwarding reproduction control section 57 and is transmitted, through a radio link, to the terminal 10.
