To enable the renewed generation of the substitute cards for the contests while keeping the patterns of the original cards unchanged when the substitute cards are generated for the original cards in a substitute card issuing device for generating the substitute cards used for the contests using a trading card or the like.

The substitute card issuing device 1 enables the loading of the original card 2 having a μ chip 21 in which the contest eligibility information for showing whether the use for the contests is possible or not and the pattern information are recorded and the substitute card 3 having a μ chip 31 which enables the recording of the contest eligibility information therein and has a μ chip R/W part 15, a μ chip R/W part 17 and a card printing part 18. The substitute card issuing device 1 reads the pattern information of the original cards 2, prints the patterns on the substitute cards 3 based on the pattern information and reads the contest eligibility information out of or writes it into the original cards 2 and the substitute cards 3 or reloads the original cards 2 to be made non-eligible for the contests when the substitute cards 3 are eligible for the contests.
