The base cutter 1 has a portal casing 5, an upper horizontal part of the portal casing 5 is a transmission case, right and left legs of the casing are vertical shaft cases 5b, a spiral butt lifter 11a is fixed to an upper circumference of a rotary disk placed at a lower end of a vertical shaft in the vertical shaft case 5b, a lower end of the butt lifter 11a is directed forward and an upper end is directed backward in a rotational direction, a lifting level with the butt lifter 11a is nearly the same as a lower rotary shaft of a pair of upper and lower chopping blades of the chopping device, a lower face of the upper horizontal part of the portal casing 5 of the base cutter 1 is positioned at or below the height of the upper rotary shaft of the upper and lower chopping blades of the chopping device, and each of the upper and lower chopping blades of the chopping device has three rotary blades.
