To continuously extract a tire cord from a scroll without damaging the tire cord by a simple method, and to continuously supply tire cords to a tire cord processing device from a plurality of scrolls without stopping the operation of a device.
The tire cord 11 is axially extracted along the outer periphery of a flange 21 from an unrotatably-held bobbin 13 with the flange 21; a rotatable rotor 24 rotating by using the center of the bobbin 13 as an axis is arranged on the flange 21; the rotor 24 rotates by spanning and following the extracted tire cord 11; the rotation is stopped simultaneously with the stop of the extraction of the tire cord 11; and the tire cord 11 is immobilized by applying tension to the tire cord 11 between a contact part of the outer periphery of the flange 21 and a cord surface layer of the bobbin 13.
