The supporting panel 10 comprises a flat pedestal 11 to be installed on the ground and a cross shaped partition wall 12 which rises on it. Each corner part 1a of a pavement panel 1 to be laid on the ground is set in each of four corners 13 formed of the pedestal and the partition wall.
