To improve resistance to damaging upon working at site remarkably through a simple and inexpensive method by a method wherein the surface of the steel material, coated with an organic coating, is coated by a carbon steel material having a specified thickness.
In a surface layer protective corrosion resistant pre-coating steel material, in which a steel material, used in marine, on the sea, in river and the like, is provided with a resistance to corrosion by an organic coating before working at site, the steel material is manufactured so as to separate the function of resistance to damaging from the function of resistance to corrosion. In this case, a carbon steel of the thickness of 0.3-2mm, having no resistance to corrosion but excellent in resistance to damage and inexpensive, is adhered to the surface of the steel material as a surface protective material. The fixing of the carbon steel to the organic coating steel material is effected by a method wherein the end part is fixed after winding through a mechanical means such as caulking or the like, a method wherein the same is fixed through welding means, a method wherein the carbon steel is bonded to the organic coating steel material through an adhesive material, bonding agent and the like, and the like are employed, however, in either method, the carbon steel is fixed to the organic coating layer so as to be in adhered condition throughout all surfaces.
