On an inner wall part of a lid body 2, there is applied paste for adhering a barium particle 9 that is a metal having a high electron emission capability, which is heated to form an adhering layer 8. Then, the barium particle 9 is adhered onto the adhering layer 8, and further an insulative substrate 3 is fitted to the lid body 2 within an inert gas, which is heated again so as to form the surge absorber 1 in which the barium particle 9 is adhered onto the inner wall part of the lid body 2.
