To automatically detect a suspicious person from a camera image.
A suspicious person detecting device includes: photographing means; image analyzing means for extracting a person from an image photographed by the photographing means; frequency distribution analyzing means for calculating the action feature amount of the extracted person every predetermined time, and obtaining a frequency distribution of the action feature amount; and determining means for determining whether the extracted person is a suspicious person or not on the basis of the frequency distribution of the action feature amount obtained by the frequency distribution analyzing means. As the action feature amount, moving speed, change amount in a moving direction, a distance from a predetermined object, and the height of a head are exemplified. An action feature frequency distribution about normal action and suspicious action is stored in advance, and compared with an action feature frequency distribution obtained from the image, thereby detecting a suspicious person. A suspicious person can be detected on the basis of variations of the action feature amount frequency distribution obtained from the image.
