PURPOSE: To make it possible to call attention to an operational error when using a running lever.

CONSTITUTION: In a swivel joint device which is installed to the turning center of a turning member 2 of a hydraulic shovel provided with a running lever which drives a running member 1 and which is provided with a shaft 11 fixed with the running member 1 and a body 12 engaged with the turning member 2 and fitted into the shaft 11 rotatively in an operation chamber, there is installed a groove 17 which forms a cylindrical part 11a having a shaft center 31 deviated to the axial center of the shaft 11 on the outer circumferential part of the shaft 11. A distance detection means 18 which detects the distance to the outer circumferential part of the cylindrical part 11a is installed to the part of the body 12 which is opposed to the groove 17 while there is installed a means which announces changes in the relative positional relations between the running member 1 and the turning member 2 in conformity with signals output from the distance detection means 18 and this annunciation means consists of an arithmetic operation means 20 and a monitor device 21.
