From a GPS satellite, a UTC(universal time coordinated) data and a position data are received by a GPS receiving receiver part B. The received data is transmitted to a control part A through a bus line. The UTC data is periodically received, a clock in the control part A is corrected by this UTC data. A kind of light quality by a lighting signal changeover switch 7, delay time of lighting by a lighting delay time changeover switch 8 are arbitrarily selected respectively to be input to a port of the control part A. The respective data is stored, corrected and processed by the control part A, synchronous flashing is performed by a stable and accurate light signal 11 synchronized by the UTC and the arbitrary timing selected by the respective switch.
