CONSTITUTION: A scale matching with the system scale of a station A is inputted as data on the station A to a data area in a storage device 1 to secure an address area on the basis of the amount of data on the number c1 of services for the station A, number b1 of circuits, number a1 of extensions, etc. Then, individual detail data is written in each area in command format. Further, the scale matching with the system scale of a station B is inputted similarly to secure an address area on the basis of the amount of data on the number c2 of services for the station B, number b2 of circuits, number a2 of extensions, etc., and then individual detail data is written in each area in the command format.
