This system controller 46 has an interface 63 to connect a communication cable 62 for exchanging data with the system in a medical office 61 treating electronic charts for patients or an interface 65 to connect a recording medium 64 with the system, and data on the electronic charts are judged by a control device 66 and necessary data judged by the device are saved in a recording device 67. The control device 66 consists of an automatically set value calculating part for calculating automatically set values for a device to be controlled, a device judging part for judging whether values can be automatically set or not for the device, and a judgement result notifying part for notifying that the device is not in the condition that values can be automatically set.
