A system parameter D, voptmax, and Tn are set so that a ratio R=voptimin/voptmax of a recommended running speed range upper value/lower limit value satisfy (expression A). Also, a vehicle performs constant acceleration running toward an intersection A by acceleration determined by a spot P passage time (expression B). (Expression A): 1/2R=voptimin/voptmax=(D/voptimax)/{Tn+(D/voptmax)}. (Expression B): =2{D-vs(ta-tp)}/{(ta-tp)(ta-tp)}. In this case, D is a vehicle running distance btween the spot P and intersection A, and Tn is an intersection A non-blue signal period, vs is actual running speed (vsvoptmax) when a vehicle passes the spot P, tp is the spot P passage time of the vehicle, and ta is the intersection A arrival time of the vehicle.
