Abstract:

PROBLEM TO BE SOLVED: To prevent the decrease or the rising of the frequency of a system by performing the load cut-off or the generator cut-off by a cut-off operating part under the condition that the time change of the frequency has passed the time determined with time characteristics, and cutting off the load or a generator in correspondence with the frequency change at the optimum time.
SOLUTION: The characteristic of a cut-off time characteristic part 12 indicates the load cut-off time at a function T (f) with respect to a frequency (f), and the load cur-off time is obtained as follows. The present frequency is accepted as the output f(t) of a frequency measuring part 11. A load cut-off time T (f(t)) for the present frequency f(t) is obtained from the cut-off time characteristic. Then, the frequency in the time of dt is assumed to be constant, and a load cut-off command is transmitted under the condition, in which the time integration value of the inverse number of the load cut-off time T (f(t)) for the frequency f(t) from time to time becomes 1, by the expression. That is, the time weight of a unit time dt is dt/T1. This is integrated by time, and when the integrated value becomes 1 the time becomes the cut-off time.
